Mamdani Orders NYPD Use-of-Force Review After Officer Avoids Disciplinary Trial

Share

New York City Mayor Zohran Mamdani has ordered a comprehensive review of NYPD use-of-force policies and announced new accountability measures after an officer facing disciplinary charges retired before a trial could take place.

The changes follow the 2024 shooting death of Win Rozario, a 19-year-old New Yorker who was experiencing a mental health crisis when NYPD officers shot and killed him.

In an October 12 announcement, Mamdani said the city would review police use-of-force policies and practices over the coming months, alongside a community engagement process.

The administration also announced additional funding for the NYPD's Office of the Inspector General, intended to expand independent oversight.

One of the central changes addresses officers who retire before disciplinary proceedings are completed. The city plans to introduce a notification system designed to help the department finish those proceedings before an officer leaves, while formalizing notifications to New York's Division of Criminal Justice Services when officers depart with serious disciplinary charges pending.

The measures are intended to prevent officers from avoiding scrutiny by leaving the department before unresolved cases reach a conclusion.

The administration also said it would formalize how the NYPD shares information with the public and families after critical incidents, including providing final Force Investigation Division reports to families or their representatives who request them.

The broader review could also examine whether existing policies adequately guide officers during encounters involving people experiencing mental health crises.

The coming months will show whether the administration's promises translate into lasting changes in New York City Police Department practices and accountability.
